Dr Helena Mitchell

Dr. Helena Mitchell is the Executive Director of the Centre for Advanced Communications Policy (CACP) at the Georgia Institute of Technology in Atlanta, GA, USA. Dr. Mitchell and her staff provide research, analysis and timely advice on new and advanced communications technologies to increase the dialog and promote a clearer understanding of the ever changing technology landscape. She holds the rank of Principal Research Scientist at Georgia Tech and is a member of the faculty of the School of Public Policy. Helena’s areas of specialty include, wireless technologies, educational technologies, regulatory and legislative policy/rules and regulations, digital TV, emergency preparedness/public safety communications, spectrum management, and universal service to vulnerable populations.

Dr. Mitchell brings to her post a blend of telecommunications experiences in academia, business and government, as well as a unique skill for navigating new waters. Her ability to see multiple perspectives has enabled her to create innovative interdisciplinary, technology and educational initiatives. Helena has held executive posts at the Federal Communications Commission (FCC) and the National Telecommunications and Information Administration (NTIA), of the U.S. Department of Commerce in Washington, D.C. At the FCC she was Chief of the Emergency Broadcast System and under her direction the new Emergency Alert System was established. As a result of her leadership her team was selected as the FCC Organization of the Year. While at NTIA, she received the prestigious U.S. Department of Commerce Silver Medal for recognition of her successful technology policy initiatives. She has also worked in senior management in broadcasting and the private sector in the U.S., Canada and the Caribbean and collaborated with universities in the United Kingdom and members of the European Commission. Helena has written extensively in her field, delivered speeches and been the recipient of federal, state and private funding. Helena received her Ph.D. from Syracuse University.
